Control del gasto público en la Comunidad Autónoma del País Vasco. Inconvenientes. Soluciones

Method of investigation: Analyse of the different controls: economic (internal and external), political, administrative and judicial to detect weak points and improvable areas and propose solutions.

Object of study: The Local Government of the Basc Country and the public expenditure in order to serve the general interest of citizens.

Former situation: There had been several cases of public expenditures beyond the principles of the local and national laws for reasons such as management of the public affairs obstructed by the bureaucratic machinery, lack of either authority of the institutional organisms or corrective mechanisms.

Conclusions: The Political Power not only establishes objects and resources, but manages the responsibility areas of the Public Administration (including the internal and administrative controls) and influences decisively the external, political and judicial controls. Therefore, the thesis propose some changes in different laws to achieve an effective separation between the Executive and Judicial Powers; give and important role to the External Control both to assist in the management of the public affairs, ask for responsibilities and to inform citizens about the management of the public affairs; replace the excessive number of politicians in managerial areas for professional managers and the Civil Service; and give citizens, when they are affected, the possibility to take part in the process of elaboration of administrative dispositions
