Abstract

La tesis doctoral se plantea un doble objetivo: cubrir un vacío en la historiografía sobre procesos electorales de Navarra, y revisar y matizar la interpretación tradicional sobre los mismos, en la que no se consideraba suficientemente la dinámica política propia de los marcos provincial y local. El trabajo se ha estructurado en cinco bloques. El primero de ellos presenta sintéticamente el panorama social y económico que ofrecía la Navarra del último tercio del XIX. Los bloques segundo y tercero estudian las elecciones generales celebradas tanto durante el Sexenio revolucionario como en el período del sufragio censitario de la Restauración, incluyendo en el estudio tanto la legislación electoral como las formaciones políticas.

Los datos presentados se han interpretado en el cuarto bloque, en tres capítulos diferentes. El primero analiza la evolución de cada uno de los distritos, las características que los definieron, los intereses en juego y los elementos de continuidad y ruptura. Se ha constatado así que la dinámica propia de cada distrito condicionaba los comportamientos electorales, muchas veces más relacionados con la defensa de intereses personales, locales, comarcales (o una mezcla de todos ellos) que con una lucha ideológica. Un segundo capítulo aborda la influencia de la Diputación en los comicios, a través de la correspondencia que mantuvo con la representación navarra en Cortes. Su importancia no estribaba solamente en su intervención en el apoyo y promoción de determinadas candidaturas, aprovechando la maquinaria administrativa de que disponía. Para el espíritu foral de la época, la Diputación encarnaba la genuina representación de los navarros, a la que debían subordinarse el resto de instituciones y cargos políticos, entre ellos los parlamentarios en Cortes. Ante las medidas centralizadoras de los diferentes gobiernos, la Diputación requirió constantemente los servicios de la representación navarra para hacer frente a esa política, gestionando en las altas instituciones del Estado la defensa de sus intereses. Su intervención en las elecciones estuvo condicionada, por tanto, por la necesidad de contar con unos parlamentarios dispuestos a trabajar en esta defensa y con la influencia suficiente para que sus gestiones fueran eficaces. El tercer capítulo pretende profundizar en el papel que desempeñaron los intereses del electorado en los comicios. El problema fundamental estriba en la escasez de testimonios directos y en la necesidad de rastrear por métodos indirectos su participación. Se han analizado los programas de los candidatos, que en ocasiones recogen temas y preocupaciones específicas de los distritos que aspiraban a representar, y la actividad de los parlamentarios en favor de los mismos. Por una parte, se comprueba cómo la ideología hegemónica en la provincia, resumida en el lema "Dios y Fueros", no fue cuestionada por ningún candidato de ninguna tendencia política, independientemente de la interpretación que diera al mismo. Por otra parte, los diputados que prolongaron en el tiempo su representación por un distrito fueron aquellos que gestionaron sus intereses, o al menos los intereses de una parte del mismo.

En el último bloque se analiza la élite parlamentaria, para lo que se han elaborado sus biografías, la mayor parte de ellas muy poco conocidas. Así, ha sido posible trazar con mayor precisión la caracterización de conjunto de los parlamentarios navarros: una élite navarra de nacimiento, pero residente en Madrid, y con intereses económicos y profesionales fuera de la provincia; con una tendencia a comportamientos endogámicos y bien conectada con las élites políticas provinciales del XIX. Además, se percibe una tendencia a la estabilidad en la representación, que fue acentuándose en las siguientes décadas. En este sentido, el perfil del parlamentario navarro se adaptaba bastante bien a las características que convenían a la Diputación, ya que por su residencia en la Corte, por su cercanía a líderes políticos nacionales o su conexión con las altas instituciones del Estado, tenían la capacidad de influencia necesaria para gestionar los asuntos de la Diputación.

En definitiva, las elecciones del sufragio censitario de la Restauración en Navarra no se explican sólo por la intervención del ministerio de la Gobernación, sino que hay que considerar el papel desempeñado por la Diputación y por los intereses de los distritos, que intentaron aprovechar el espacio político de las elecciones a Cortes para promover a representantes capaces de gestionarlos eficazmente.

This doctoral thesis attempts to achieve a double objective: to cover a gap in the historiography of electoral processes in Navarre, and to review and polish the traditional interpretation thereof. Local and regional political dynamics have not been sufficiently considered in other studies. This study has been structured in five sections. The first one synthetically presents the social and economic circumstances in Navarra during the last third of nineteenth century. The second and third sections study the general elections held during the six-year revolutionary period and also during the census suffrage during the Restoration, including a study of the electoral legislation and political parties.

The data introduced in this thesis are interpreted in the fourth section of the thesis, in three different chapters. The first one analyzes the evolution of each district, the characteristics that defined them, the interests that were at stake, as well as the elements of continuity and rupture. It is thus demonstrated that the particular dynamics in each district conditioned electoral behavior, frequently more related to the defense of personal, local or regional interests, or a mixture of them all, than an ideological dispute. The second chapter studies the influence of the Diputation in the elections, by means of an analysis of the correspondence between the Diputation and the representatives of Navarre in the Cortes. Its importance was not only based on the intervention of the Diputation and the promotion it carried out in favour of certain candidates when taking advantage of its administrative structure. For the statutory spirit of the period, the Diputation represented the only representation for the Navarrans, and the rest of the institutions and political posts, including the representatives at the Cortes, had to be subordinated to the Diputation. As a result of centralist measures carried out by the various governments, the Diputation constantly required the services of the representatives of Navarre to confront this policy, negotiating the defense of their own interests within the higher institutions in the state. Its intervention in elections was conditioned by the need to have representatives willing to work in its defense and who would also have sufficient influence to negotiate efficiently. The third chapter attempts an in-depth study of the role played by the interests of the electorate in the elections. The main problem is the lack of direct testimonies and therefore the need to track their participation by means of indirect methods. The programs of the candidates have been analyzed as sometimes these programs gathered the specific issues and concerns of the districts they aspired to represent, and also the representatives" activity to favour them. It is proved that the hegemonic ideology in the region, synthesized in the motto "God and the statutes" was not argued against by any of the candidates of political parties, independently of the interpretation they gave to it. Also, the deputies who managed to represent their district for a longer period of time were the ones who negotiated the interests of the Diputation or at least a considerable part of them. The parliamentary elite is analyzed in the last section. For this purpose, their biographies, most of which were unknown, have had to be drawn up. It has thus become possible to define with greater precision the profile of the representatives from Navarre: they were born in Navarre but resided in Madrid, with economic and professional interests outside their region, with a tendency towards endogamyc behaviours and very well connected with the regional political elite of the nineteenth century. Furthermore, a tendency towards stability, which became ever more stable over the following decades, is perceived in the representation. In this sense, the profile of the representative of Navarra adapted quite well to the characteristics that were convenient for the Diputation. Because of their residency in the Court, their closeness to the national political leaders and their connection with the higher state institutions, they had sufficient influence to negotiate Diputation-related issues.

In short, the elections during the census suffrage during the Restoration in Navarre are not only explained by the intervention of the Ministry of the Interior but also by the role played by the deputies and by the interests of the circumscriptions, which tried to take advantage of the political space provided by the elections to the Cortes to promote representatives who were capable of managing such interests in an efficient manner
